Every fragrance oil is unique. With some scents you only need to use a tiny amount to achieve a strong scent. With other scents you will have to double or triple your normal amount to get a decent scent. It all depends on the formula that the manufacturer uses to design a fragrance oil. Some aroma chemicals are weak when used in soap, others are strong. You should try your soap recipe again and double the amount of fragrance that you used the last time. See if this gives you the scent you want.
