dance in Masters. Go back to 5 year retirement rule. Let And Overs that want to begin transition to Adults dance in Masters for 5 years. Then they can transition to regular Adults. But dancers who have only danced in Adults for 5 years or more should not have to compete against dancers who qualified for Worlds a few months prior.
