Joe S. wrote in his PSU report that I had attempted suicide. I was personally very offended that he did this. I didn't want the whole world knowing about my personal traumas.

So my question is, did Joe's report constitute a violation of my privacy?

No further explanation necessary. Unless you had given him a written permit to write this, he has NO RIGHT to make statements about you like that. And even if you had, he would still need to prove taht it was your free will to do so (which is kinda hard if your psychological situation at that time was instable).
If he only speaks about this in UBF, it's abusive but you won't find proof.
If he's publishing something like that in a newsletter or the INet, every court of the States would enforce a retraction, should you choose.
I don't advise you to do that but I mean: legally speaking, yes, it's infringement upon privacy.
And not only legally, just ask you what do your guts tell you? Mine tell me: yes.


The report reads like he gave me the job so that I would
come back to UBF, and it implies that he later took away my job because I didn't come back.


Do you have any written proof for that? Things like that might get HIM kicked out of the job, because this is totally against the Equal Opportunities Employment Act.
A violation of the constitutional rights of the USA.

Just to show you in what kind of regard UBF holds the laws of the country in which they operate.
Please, collect such proof and give it to the respective government agencies to consider --- you might end up getting some serious cleaning work by the government being done to UBF-tainted environments.
