Maybe its a really good idea
but perhaps it will give people a desire to kill animals that previously had none. So people go on holidays and try it out because its not hurting anything, but after doing it alot actually start to want to do it for real - Like how kids who play alot of violent computer games have been shown to be more violent with eachother (they have become desensitised).
