The Russia topic was simple, foreign, and debatable.

Resolved: That the United States should substantially change its foreign policy towards Russia.

The mental health topic is LD because it fosters kritik debates (mostly philosophy). Also, most policy minded people will agree that social topics like mental health are not nearly as fun and thus they throw them into the "LD realm."

I don't make these rules, I observe them.
