Liebe Mitarbeiterinnen und Mitarbeiter,

die Barmherzigkeit Gottes und die Liebe unseres Herrn Jesus Christus sei mit euch allen. Wir wollen Bericht geben von den jüngsten Geschehnissen, um von euch Gebetsunterstützung für die UBF Deutschland zu bekommen.

Zwei Tage vor der Leiterkonferenz in Rehe, die vom 8. bis 9. September stattfinden sollte, erhielten alle Bezirksleiter in Deutschland ein überraschendes Schreiben per E-Mail von Pastor Abraham Lee. Er lautet: "M. Stephan Choe aus Bochum und M. Isaac Lee aus Stuttgart dürfen wegen des Nichteinhaltens der "geistlichen Ordnung" nicht nur an der bevorstehenden Leiterkonferenz, sondern auch an weiteren
Leiterversammlungen nicht mehr teilnehmen, bevor sie Bu�.-Stellungnahmen an ihn schicken." Trotz der äu�.erst ungewöhnlichen Strafma�.nahmen nahmen die beide Leiter an der Leiterkonferenz in Rehe teil, mussten jedoch gezwungen und unangenehmerweise den Raum verlassen. Wir möchten nun den Hintergrund und den Verlauf dieses Ereignisses in guter Ordnung aufschreiben und dabei unseren Standpunkt klar äu�.eren.

1. Vorgeschichte der "Reformerklärung UBF Deutschland"

Die fünf Seniorenleiter (Abraham Lee, Stephan Choe, Peter Chang, Isaac Lee und Kaleb Hong) trafen sich am 26.Mai 2000 in Köln zur Vorbereitung der bevorstehenden Europa Sommerkonferenz und tauschten ihre Meinungen über die Reformbewegung in Korea aus, konnten aber wegen des unterschiedlichen Standpunktes zu keinem einheitlichen Ergebnis kommen. Angesichts dieser Umstände schlugen M. Stephan Choe und M. Isaac Lee u.a. auch anderen fünf leitenden Missionare folgendes vor, am 3.Juni in Wuppertal nochmal zusammen zu kommen, um
über die Ursachen der Reformbewegung in Korea und deren Verlauf genaue Auskünfte einzuholen und Information und Verbesserungsvorschläge zur UBF Deutschland auszutauschen und dabei für die Sommerkonferenz gemeinsam zu beten. Daran nahmen 13 reformfreudigen Leiter teil und vereinbarten zwei folgenden Punkten:

Erstens: Die Predigten und das Programm der bevorstehenden Europa-Sommerkonferenz 2000 soll von Pastor Abraham und den leitenden Missionaren in Deutschland selbständig geplant und durchgeführt werden.

Zweitens: Wir wollen Pastor Abraham vorschlagen, in der kommenden Leiterversammlung in Köln am 5.Juni eine Gesprächsstunde zu haben, über diese Punkte und auch über die Reformbewegung in Korea offen und ehrlich sprechen zu können.

Wie wir in Wuppertal vereinbart haben, baten wir Pastor Abraham in der darauf kommenden Leiterversammlung in Köln, jeder solle diesmal die Gelegenheit erhalten, über die Reformbewegung in Korea und die Vorbereitung der Sommerkonferenz seine eigene
Meinung frei zu äu�.ern. Wir erhielten zwar die Gelegenheit, aber wegen der parteiischen Leitung von Pastor Abraham entwickelte sich die Versammlung nicht zu einer gerechten und offenen Gelegenheit, sondern wurde vielmehr mit der Anschuldigung beendet, M. Stephan Choe und M.. Isaac Lee haben einen nicht unerheblichen Fehler begangen.

Nach dieser Versammlung waren sich viele leitende Missionare einig, dass die UBF Deutschland reformiert und alle Missionare in Deutschland über die Notwendigkeit der Reform UBF Deuschland informiert werden sollten. Um dieses Anliegen mehr zu konkretisieren trafen sich 12 reformgesinnte Leiter am 23.Juni in Gie�.en. Bei dieser Versammlung entwarfen sie die "Reformerklärung UBF Deutschland". Samt der vier reformgesinnte Leiter, die an der Versammlung nicht teilgenommen, aber unterschrieben haben, haben insgesamt 16 Leiter unterschrieben (vgl. Reformerklärung UBF Deutschland)

Als M. Stephan Choe, M. Isaac Lee und M. Paulus Kwon als Vertreter der Reformbewegung
am 26.Juni ins Kölner Zentrum ankamen, um diesen schriftlichen Entwurf Pastor Abraham zu überbringen, wurden auch M. Kaleb Hong aus Heidelberg und M. Peter Chang aus Bonn eingeladen. Nachdem die sechs Leiter über den schriftlichen Vorschlag der reformgesinnten Leiter diskutierten und auch ihre Meinungen austauschten, erklärte Pastor Abraham, er akzeptiere alle Forderungen der Reformleiter. Auch versprach Pastor Abraham während der Bekanntmachung in der Leiterkonferenz vom 7. bis 8. Juli, er werde alle Forderungen akzeptieren und nach der Europa-Sommerkonferenz insbesondere vier Anliegen in die Tat umsetzen. Die 16 reformgesinnten Leiter verlie�.en sich auf das Versprechen von Pastor Abraham und bereiteten sich gemeinsam intensiv auf die Sommerkonferenz vor.

Die Sommerkonferenz wurde durch die Gnade Gottes gnädig beendet. Wir erwarteten nun, dass Pastor Abraham sein Versprechen in die Tat umsetzen würde. Aber er schickte am 5. September zu unserer �.berraschung an M. Stephan Choe und M. Isaac
Lee ein unerwartetes Schreiben per E-Mail und forderte darin die beide auf, dass sie aufgrund des Wortes aus Jesaja 6 eine Bu�.-Stellungnahme schreiben sollten, da sie das heilige Gebetsgefä�. im vergangenen Semester zerbrochen und folglich die geistliche Ordnung in der Gemeinde zerstört hätten und sollten dann bis zum 7.September die Stellungnahme an ihn schicken. Falls sie es nicht tun würden, dürften sie nicht nur an der kommenden Leiterversammlung, sondern auch an weiteren Leiterversammlung nicht teilnehmen. Er schickte auch dieses Schreiben an alle leitende Missionare in Deutschland.

Wir waren fassungslos und konnten vor allem sein derartiges Verhalten und seine derartige Vorgehensweise kaum verstehen. Darum forderten wir vor der Leiterversammlung in Rehe per E-Mail und durch Telefonate Pastor Abraham auf, dass er klare Bu�.eanliegen zeigen solle, worüber sie überhaupt Bu�.e tun müssten und das Teilnahmeverbot an der Leiterversammlung unverzüglich zurückziehen solle. M. Stephan Choe
und M. Isaac Lee konnten auch solch eine Strafma�.nahme nicht wahrnehmen. Darum entschieden sie sich an der Konferenz doch teilzunehmen, um die Angelegenheit durch ein Gespräch zu klären.

2.Verlauf der Leiterversammlung in Rehe

Als M. Stephan Choe in den Konferenzsaal kam, stellte Pastor Abraham bereits drei Missionare, die nicht zu den Bezirksleitern gehören, vor den Eingang des Konferenzsaales auf, um den Eintritt der beiden zu verhindern. Jedoch nahm M. Stephan Choe nach einigem sprachlichen Konflikt an der Versammlung teil. Nach eine halben Stunde trat auch M. Isaac Lee in den Saal ein. Vor dem Beginn der Versammlung verlangte Pastor Abraham, die beide sollten den Raum unverzüglich verlassen und betonte immer wieder, dass er, solange die beiden im Saal bleiben, die Leiterversammlung nicht beginnen wolle. Deshalb baten einige reformgesinnte Leiter, den Grund aufzuklären, so dass eine heftige Diskussion ausgelöst wurde.

Pastor Abraham und einige anti-reformgesinnte Leiter
behaupteten, man solle dem Leiter trotz der Sünde und dem Fehler absolut gehorsam sein, sonst entstehe keine geistliche Ordnung innerhalb der Gemeinde. Da M. Stephan Choe und M. Isaac Lee gerade diese geistliche Ordnung zerstört hätten, sollten sie die Verantwortung über ihre Sünden tragen und durch die Akzeptanz der Ma�.nahme die zerstörte geistliche Ordnung wiederherstellen. Dagegen forderten wir Pastor Abraham auf, aufzuklären, in welcher Hinsicht und warum derartige Strafma�.nahmen bibelgerecht und treu seien. Wir betonten insbesonders, unsere Gemeinde solle zu einer offenen, freien Gemeinde verändert werden, in der man nicht mehr dem Menschen blind gehorchen, sondern dem Wort Gottes gehorchen soll und vor allem Meinungsfreiheit zugesichert ist und jede Meinungen hochgeachtet und berücksichtigt wird.

Darauf antwortet Pastor Abraham, die beide hätten folgenden Bu�.eanliegen:

Erstens: M. Stephan Choe habe keinen persönlichen, selbständigen Glauben, sondern handelte immer von
seinem Hirten Peter Suh abhängig. Z.B. nahm er 1995 nicht an der MSU Sommerkonferenz teil, stattdessen an der Hochzeit der ersten Glaubensstammmutter der Gemeinde Harbin in China. Und auch schlug er vor, einen Gedenkstein für die verstorbene Missionarin Monika Kwon aufzustellen, da Hirte Suh darüber gesprochen habe. Was M. Isaac Lee angeht, habe er ohne vorausgegangenes Gespräch mit Pastor Abraham eigenmächtig Theologie studiert.

Zweitens: Die beide hätten andere leitende Missionare dazu geführt, ohne Pastor Abraham zu informieren sich in Wuppertal und Gie�.en inoffiziell zu versammeln und entwarfen dabei die sogenannte "Reformerklärung UBF Deutschland". Dadurch haben sie den Weg frei gemacht, in der der Satan heftig attackieren konnte.

Aber all diese Aussagen von Pastor Abraham waren in der Tat das genaue Gegenteil seines mehrmaligen Versprechens vor der Sommerkonferenz, alle Forderungen willig zu akzeptieren und nach der Sommerkonferenz in die Tat umzusetzen.

Nach der
Abendbrotgemeinschaft nahmen wir dennoch an der Versammlung teil. Da machte Pastor Abraham in entschlossenem Ton öffentlich bekannt, die beide sollten unverzüglich die Versammlung verlassen, damit die anderen den heiligen Gebetsgefä�. des Jüngererziehungswerkes in Deutschland bilden könnten. Obwohl einige Leiter Pastor Abraham baten, er solle sich mit ihnen versöhnen und seine ungerechte Ma�.nahme zurückziehen, blieb er hart und verlangte nur, die beide sollten sofort die Versammlung verlassen. Dadurch erkannten wir, dass das Problem durch ein Gespräch nicht gelöst werde. Auch die beide konnten nicht mehr dort weiter bleiben. Wir konnten auch eine derartig ungerechte Ma�.nahme von Pastor Abraham als Orientierung Gottes nicht akzeptieren. Da Pastor Abraham unsere Reformvorschläge als eine offene Tür für Satans Angriff betrachtete und alle Verantwortungen den beiden schob, erachteten wir seine Ma�.nahme als Mi�.traunsvotum für alle Leiter. Wir kamen schlie�.lich zur Erkenntnis, dass wir unter
solchen Umständen nicht mehr gerechte, offene und freie Versammlungen haben würden. Darum verlie�.en 13 Leiter samt M. Stephan Choe und M. Isaac Lee die Versammlung. Zwei Leiter, die in "Reformerklärung UBF Deutschland" ebenfalls unterschrieben hatten, blieben jedoch weiterhin dort.

3. Ziel und Orientierung

Wir bekennen, dass der Schöpfergott, der die Welt geschaffen hat und Jesus Christus, der uns von der Sündenmacht errettet und das ewige Leben geschenkt hat, uns zum Weltmissionswerk berufen hat. Wir bekennen, dass wir gemä�. dieser Berufung für die Campusmission in Deutschland beten und dem Jüngererziehungswerk unter den deutschen Studenten dienen.

Dafür fordern wir Pastor Abraham zu folgenden zwei Punkten auf:

Erstens: Pastor Abraham solle das genaue Datum und die konkrete Methode zur Umsetzung der fünf Vorschläge öffentlich bekannt machen, wie er bei der vergangenen Leiterversammlung im Juli versprochen hat.

Zweitens: Zur Umsetzung dieses Anliegens solle
Pastor Abraham seine Ma�.nahme unverzüglich zurücknehmen und in Zukunft nicht mehr bestimmten Personen alle Verantwortung zuschieben.

Wir wollen auf keinen Fall die Spaltung UBF Deutschland, sondern dienen dem Jüngererziehungswerk in der geistlichen Ordnung, die aus der Liebe, Wahrheit und Dienerschaft kommt.

Wir wollen, dass keiner von uns durch irgendeine ungerechte Autoritätsausübung unter den Schmerzen leidet, die heilige Berufung Gottes durch UBF zu verlieren.

Gott möge unsere Gemeinde, die wie alte Schläuche geworden ist, durch Bu�.e erneuern und dadurch allein die Ehre nehmen.

This letter is very fitting and important because it comes from the land of Reformation from whence sprang all modern evangelical Christian communities. We owe a great debt to Martin Luther when he boldly proclaimed that justification comes by personal faith alone in Christ, and that no further sacrifice, or priest is necessary for the believer to come to God. He taught that man-made intermediaries between believers and God is nothing short of idolatry. He was reviled and called a blasphemer and all sorts of terrible names. Yet through the Reformation God established a whole new era of freedom in Christ and in the Gospel.

Despite the Reformation, there are always those who try to enslave believers again. For example, the paraphrase of Pastor Abraham from the letter:

"First of all: M. Stephan Choe does not have personal, independent faith, but is always dependent on his shepherd Peter Suh." How can this be? This is against the Bible and against Christ. Our faith in Christ depends on no
one. We come to Christ alone. Sure people may help us and teach us, but if they stand in between us and Christ then that is the devil's work. The true Gospel brings freedom for each person to come to Christ as an individual. We need no more priests or popes. We are all priests and we have one high priest and one head, Jesus Christ.

Have we forgotten these sound, hard fought principles? Are we seriously going to let our selves be enslaved again?
Galatians 4 says:

"But when the time had fully come, God sent his Son, born of a woman, born under law, to redeem those under law, that we might receive the full rights of sons. Because you are sons, God sent the Spirit of his Son into our hearts, the Spirit who calls out, "Abba, Father." So you are no longer a slave, but a son; and since you are a son, God has made you also an heir. Formerly, when you did not know God, you were slaves to those who by nature are not gods. But now that you know God--or rather are known by God--how is it that you
are turning back to those weak and miserable principles? Do you wish to be enslaved by them all over again?"

I have heard the same thing about obeying your shepherd and maintaining spiritual order for years. It is more used as an instrument of abuse than of order.

God is a God of order not of disorder. This order demands that no human being be between a believer and Christ and that Christ is supreme head alone, not a human.

Dear coworkers,
the mercy of God and the love of our Lord Jesus Christ be with you all. We want to give report of the recent events, in order to receive from you prayer support for the UBF Germany.
Two days before the conference of directors in Rehe, which should take place from September 8 to 9, all district directors in Germany received a surprising E-Mail from minister Abraham Lee. It read: "M. Stephan Choe from Bochum and M. Isaac Lee from Stuttgart, because of not abiding by the "spiritual order", may not participate not only in the
forthcoming conference of directors, but also in further director meetings any longer, until they send testimonies of repentance to him." Despite the extremely unusual punitive measures, both the leaders participated in the conference of directors in Rehe, but they worce forced leave the room in an unpleasant way. We now would like to write down the background and the process of this event in good order and clearly state our point of view.
1. Prehistory of the "Declaration of Reform UBF Germany"
The five senior directors (Abraham Lee, Stephan Choe, Peter Chang, Isaac Lee and Kaleb Hong) met on May 26, 2000 to prepare the summer conference and discussed the reform movement in Korea, but could not achieve a commonly accepted result conclusion because of their different points of view. In view of these circumstances M. Stephan Choe and M. Isaac Lee suggested - among others - five leading missionaries, to meet again on June 3 in Wuppertal to inform about the causes and process of the reform movement in
Korea and to suggest improvements for UBF Germany and also pray together for the summer conference. At this meeting, 13 reform friendly directors participated and agreed on the two following points:
First: The lectures and the program of the forthcoming European summer conference 2000 should be planned and executed in Germany by Abraham Lee and leading missionaries by themselves.
Second: We sugges Pastor Abraham to have in the coming directors meeting in Cologne on June 5 an hour of discussion to discuss these points and also the reform movement in Korea openly and honestly.
As we agreed in Wuppertal, we asked Pastor Abraham at the following directors meeting in Cologne to allow everyone the opportunity to freely express their opinion about the reform movement in Korea and about the preparation of the summer conference. We received the opportunity, but because of the partial leading of the meeting by Pastor Abraham it did not develop into a fair and open opportunity to discuss, but rather ended
with the accusation that M. Stephan Choe and M. Isaac Lee had committed a significant mistake.
After this meeting, many leading missionaries agreed that the UBF Germany should be reformed and that all missionaries in Germany should be informed about the necessity for reforming UBF Germany. To make this topic more concrete, twelve reform leaders met on June 23 in the city of Giessen. At this meeting they sketched the "Reform assertion UBF Germany." Including four reform leaders who did not participate in the meeting but did sign, altogether 16 directors signed (cp. "Declaration of Reform UBF Germany").
When M. Stephan Choe, M. Isaac Lee and M. Paulus Kwon arrived in Cologne on June 26 meeting as representatives of the reform movement in order to hand over this written declaration to Pastor Abraham, M. Kaleb Hong from Heidelberg and M. Peter Chang from Bonn were also invited. After the six directors discussed the written suggestions of the reform leaders and exchanged opinions, Pastor Abraham declared
that he accepts all the demands of the reform directors. Also, on the announcements at the July 7-8 directors conference, Pastor Abraham promised, that he will accept all demands and translate into action espcecially four of the topics after the European summer bible conference. The 16 reform directors relied on the promise of Pastor Abraham and prepared together intensively for the summer conference. The summer conference went well by the grace of God. We expected now that Pastor Abraham would put his promise into practice. But to our surprise he sent an unexpected E-Mail on September 5 to M. Stephan Choe and M. Isaac Lee and requested that the two should write a testimony of repentance based on the word from Isaiah 6, since they had broken the holy vessel of prayer in the past term and thus destroyed the spiritual order in the ministry, and that they should send the statement by September 7 to him. If they would not do it, then they would not be allowed to participate not only in the coming directors
meeting, but also in further directors meetings. He also sent this E-Mail to all leading missionaries in Germany.
We were speechless and could hardly understand such behavior and such methods. Therefore we requested Pastor Abraham before the directors meeting in Rehe by E-Mail and by telephone calls to show clear topics of repentance, what they should actually repent for, and to withdraw the participation prohibition at the director meeting immediately. M. Stephan Choe and M. Isaac Lee could also not accept such punitive measures. Therefore they decided to participate in the conference in order to clarify the affair by a discussion.
2. Progress of the directors meeting in Rehe
When M. Stephan Choe entered the conference hall, Pastor Abraham had already stationed three missionaries, which do not belong to the district directors, in front of the entrance to the conference hall, in order to prevent the entrance of the two (Stephan Choe and Isaac Lee). However, after some verbal conflict, M. Stephan
Choe participated in the meeting. After half an hour M. Isaac Lee also stepped into the room. Before the beginning of the meeting Pastor Abraham required that the two should immediately leave and stressed again and again that he would not begin the directors meeting as long as the two remained in the room. Therefore, some reform oriented leaders asked him to clarify why he would not start the meeting with the two in the room, so that a vehement discussion arised.
Pastor Abraham and some anti-reform oriented directors stated that one should be absolutely obedient to the director despite the sins and the mistakes, otherwise no spiritual order can develop within the ministry. Because M. Stephan Choe and M. Isaac Lee would have destroyed this spiritual order, they should carry the responsibility for their sins and by their acceptance of the punitive measures re-establish spiritual order. We, on the other hand, requested Pastor Abraham to clear up how and why such punitive measures were fair in light of the
Bible. We stressed in particular that our ministry should be changed to an open and free ministry, in which one does not obey humans blindly, but in which the word of God is obeyed, a ministry in which the freedom to express opinions is assured and revered and each opinion is considered.
Thereupon Pastor Abraham replied, the two ha the following topics of repentance:
First: He claimed that M. Stephan Choe does not have personal, independent faith, but always acted dependent on his shepherd Peter Suh. For example, he did not participate in the 1995 MSU summer conference, attending instead the wedding of the first mother of faith of the Harbin ministry in China. He had also suggested setting up a tombstone for the deceased Missionary Monika Kwon since Shepherd Suh had spoken about it. Concerning M. Isaac Lee, that he had studied theology without first discussing it with Pastor Abraham.
Second: The two had led other leading missionaries to have unofficial meetings in Wuppertal and Giessen, without
informning Pastor Abraham, and sketched for themselves the "Reform assertion UBF Germany". Thus they made the way free, in which Satan could attack violently.
But all these predicates of Pastor Abraham were indeed the exact opposite of his repeated promise before the summer conference to accept the demands and transfer them into action after the summer conference.
After dinner we participated nevertheless in the meeting. There, Pastor Abraham announced publicly in a decided tone that the two should immediately leave the meeting, so that the others could form the holy prayer vessel of the disciple raising ministry in Germany. Although some leaders asked Abraham Pastor to reconcile himself with them and to withdraw the unfair measures, he remained hard and required only that the two should immediately leave the meeting. We detected that the problem would not be solved by a discussion. Also, the two could not remain there any longer. We could not accept these unfair measures of Pastor Abraham as from God.
Since Pastor Abraham regarded our reform suggestions as an open door for Satan's attack and blamed the two for all of the faults, we judged its measure as a vote of no-confidence for all leaders. We finally realized that we would not have fair, open and free meetings under such circumstances any longer. Therefore, 13 directors left the meeting including M. Stephan Choe and M. Isaac Lee. Two directors who had signed the "Reform assertion UBF Germany" remained.
3. Goal and Orientation
We confess that the Creator God, who created the world, and Jesus Christ, who saved us from the power of sin and who gave us eternal live, appointed us as a world mission ministry. We pray in accordance with this appointment for the Campus mission in Germany and serve the disciple raising ministry among the German students.
Therefore we request that Pastor Abraham consider the following two points:
First: Pastor Abraham should make public the exact date and the concrete method of transforming the five suggestions
into action, how he promised at the passed director meeting in July.

We on no account want to split UBF Germany, but serve the disciple raising ministry in the spiritual order, which comes from love, truth and servantship.
We want that none of us suffers by any unfair practice of authority, to lose the holy appointment of God by UBF.
May God renew our ministry, which became like old wine-skins, through repentance, and thus alone be glorified.
