I think UBF may be exempt from some of the IRS regulations regarding full financial disclosure because it is registered as a church. This status gives it some protection not afforded to other non-church non-profit or charities. However, if the church does not make financial disclosures at the request of its members, the member can file a complaint with the Illinois State Attorney General's office:

Floyd Perkins
Bureau Chief, Charitable Trusts
100 West Randolph
3rd Floor
Chicago, IL 60601

The complaint must be in writing, and explain the situation. Once received it will be assigned to an attorney withing that bureau who will then contact the plaintiff.
