For what it’s worth, I found an Oberstleutnant Hahn (no first name given) with a date of rank of 1 February 1929 (24) listed as commander of the III. Battalion of the 13. (Württembergisches) Infanterie-Regiment in the 1 May 1930 Rangliste des Deutschen Reichsheeres. I have no idea if this is the same officer you are looking for, but he does hold the major WWI decorations from the Kingdom of Württemberg as well as a command in a Württemberg unit in 1930. Here are his decorations as found in the Rangliste cited above:
• Prussian Royal Hohenzollern House Order, Knight’s Cross with Swords
• Prussian Iron Cross, 1st Class (1914)
• Prussian Iron Cross, 2nd Class (1914)
• Württemberg Military Merit Order, Knight’s Cross
• Württemberg Friedrich Order, Knight 1st Class with Swords
• Saxon Albert Order, Knight 1st Class with Swords
• Austrian Military Merit Cross, 3rd Class with War Decoration
Interestingly, GFM Erwin Rommel began his military career in Infanterie-Regiment König Wilhelm I (6. Württembergisches) Nr.124.
