What goes on British ship, could it have been the Maneca (or Manica) used on second attempt against the Turcs into the Dardanelles? Never seen a photo of it!
There they used it to observate over the high hills the Turcs and even I have some notition of an action in which the British could bomb them (from ship) while they were sleeping thinking they were out of sight and in safety!
But already into the late 1800's France had ships with observation balloons!I have some pictures on these.
Than pre-WWI , 1905 there was the RUSS (Russia +/- 1905!)
with observation balloon(s)...the Austrian had them, the Italians, and so on!All pre WWI! (I have pictures from these into a book published 1909 by the Riedinger Balloon Fabrik - Augsburg.
The French also experimented with manlifting "Kites" pe-WWI on their ships for observation duties...

So the idea behind, was indeed getting for more better long distance observation sight...
