I can offer two general approaches:

1. The KM had a published Rangliste of its officers. The title was "Rangliste der Kaiserlich Deutschen Marine für das Jahr 1xxx" with the 1xxx being the year. You might be able to get a hold of a copy through interlibrary loan. Major libraries might hold a copy. UNC-Chapel Hill, for example, has a copy of 1887, 1895, 1897, 1902 - 1904, 1905 - 1914, and 1918 issues.

2. The U.S. National Archives has microfilms of much of the records from the German Navy for the years 1850 to 1945. The total comes to 4317 rolls so somewhere in there is probably something that would interest you. Now finding it could be a challenge.
