Subject: Hap, you are a whole lot closer to the Hispanic culture than I but I have noticed that foot traffic or even horse, mule or burro traffic is pretty much accepted or at least tollerated across any passable route in the Hispanic culture. I have ridden horses in MX a few times and those people just go wherever they please. It's not even considered rude I guess. In the cities I notice that all the houses that have rock walls imbed glass in them to keep folks from sitting there. The iron fences all have points on them. In many places homeowners provide benches for those that would like to rest and watch the traffic pass. I guess that when the 'wet back's' come across that they are not overly concerned with traditon or culture but more with not getting caught and delaying their journey a day or two. Whay I can't figure is why a wet back just doesn't buy a plane ticket to Houston. It would be cheaper than paying a coyote to smuggle them in.
