Is it unIslamic to have yearly elections in a University's Islamic Organization to determine officers such as President , Secretary , Treasurer etc?
This Organization comprises male and female staff and students of the University and is based on the University's Campus.
Further is it haraam for female staff or students to be elected as officers of the University Islamic Organization or any other organization for that matter.

Nothing wrong to have this kind of election ,but the muslim should elect the most suitable one for every position ,because it is trust ( Amanah).For your second question, scholars have different views. If a woman joins these councils, this entails her mixing with and sitting with men, perhaps for long periods of time, and speaking with them, with her looking at them and them looking at her. All of this has been forbidden by Allaah in His Book and by His Messenger in his Sunnah,but if she can avoid mixing and sitting with men,then that is ok.That permission, however, does not override the Islamic rules which require a woman to be dressed properly in public, or to behave in a way which takes all the rules of propriety, as outlined by Islam, into account.
