It IS normal. Sad, huh? And it's against LOGIC...all forms of logic that I know of, except the one that these people seem to be following which says "It's LAGUNA BEACH!! We pay so much to live here, a little lose of house every year isn't going to scare us away!"

*sighs* It's not illegal. It's actually one of the more expensive areas to live in SoCal, believe it or not. And I mean property value. The price of living is of course driven up by the need to rebuild one's home every year or so. :P
