Yes. The necessary mechanics of movement are unit by unit (strictly speaking, a stack of three squads (no leader) would not move together ... but each squad could be moved the same way, in sequence. [But for convenience we all move them together, only a problem when you get to MINES (rule 55, much later).]

Rule 16.1 is the critical one. With infantry, when taking defensive fire shots the non-moving player may "return" any/all units that moved through a hex to a specific target hex to be fired upon. No limit to how many squads might have moved through the hex. First note: use the SL "track" counters to help you remember which squads moved through a potential target hex. Second note: none of us ACTUALLY return the squads to the target hex during defensive fire. As long as you can identify which ones moved through the hex you can leave it at that until a targetted squad actually breaks (then it is moved from its ending hex to the target hex) or is KIA (removed from its ending hex). Only real complication is when the targeted squad is gaining the extra leader movement and the accompanying leader breaks and the squad doesn't.

This is the procedure for firing on vehicles (see rule 16.7), but not for infantry.

In effect, through this procedure the non-moving player is given the opportunity to see ALL of the potential targets (since all the infantry is really moving aat the same time) before they must choose their preferred target.
