This is not correct.

Rule 16.1 (defensive fire) specifically states that
during the DF phase the firing player may return any/all
moving units to a selected target hex through which they
moved (generally, expended MF, see 16.4).

Note that it states that stacking limits are temporarily
ignored.

Rule 16.2 then proceeds to state that the defending player
resolves fire on target hexes normally. All the units that
were "moved back" to a specific target hex are effected
normally.

This would have to include the -1 DRM for the presence of
an FT, since it would be present in the target hex, per
rule 22.7.

It would also include the leader-loss MC "penalty" for any
leader that breaks in the target hex.
