You are absolutely correct. DM is only relevant to rally
attempts. Note that rule 14.6 (covering DM) only discusses
rally attempts.

Yes, many SW have long range, specifically those that do
not have a "boxed" range value (like panzerfausts).
Reference is rules 2.3 and 9.2.
