Not quite. If the wall is part of the TARGET hex the TEM
_is_ applied (see rule 11.53) _regardless_ of the elevation
of the firing unit.

So, a shot FROM 3N2 (any level) at 3N4 would get the +2 wall
TEM.

No. Standing on a level one hill does not give you
sufficient height to see DOWN TO ground level beyond ground
level woods or small buildings.

Admittedly its a little confusing, but see the attempt to
show this in the figure on page 15.

Standing on a level _2_ hill is effectively equivalent to
standing on the second level of a building.
