Regardless of what the LOS routine in VSQL might "say"
... that LOS _must_ be clear.

The rationale goes like this.

Terrain is a characteristic of a hex, regardless of
the actual size or shape of the symbol. Examples are
hex 4x8 is still a building hex and both 1t9 and 1h2
are still woods hexes.

If either the woods or building symbols extended just
OVER the hexside, this would cause BOTH hexes to be
woods/buildings, which would very much distort the
clear intent of the boards and game system.

For example, taking a case which is very close.
The building in hexes 1t4 and 1s5 comes very close
to entering hex 1t5, which is also a road hex. If
hex 1t5 was treated as a building hex, both movement
and combat resolution would be seriously changed.

Best to consider that building and woods terrain
stops at the hexside, without blocking an LOS
traced down that hexside.
