Complicated question!

Those listed rules DO apply, they cover:
31.2 [place transported infantry on top of vehicle]
31.3 [vehicle can't move in turn passengers load]
31.4 [loading and unloading]
31.5 [can't fire while a passenger]
31.6 [breaking while passenger causes unloading]

31.8 [if vehicle destroyed, all passengers eliminated]
31.9 [may enter scenarios already as passengers]

32.3 [LOS treatment of vehicles]
32.4 [must place vehicle counters in the center of the hex]

So, for your question ...

The +2 DRM for fire from the CA of an AFV is rule 32.1,
which is NOT one specified as applying to trucks.

The lack of -2 DRM for AFV passengers is covered in
rule 32.2 which is NOT one specified as applying to
trucks. HOWEVER, rule 51.5 states that passengers in
trucks are NOT subject to the -2 "moving in open" DRM
although they ARE affected by any infantry fire on the
truck (again, see rule 51.5).

In summary, correct ... sections NOT listed do NOT
apply to trucks.
