A slight rules gray area here. But:

Rule 25.4 states that concealment counters must be
removed when a concealed unit attempts to entrench,
from which I would imply that units attempting to
entrench should not be permitted to conceal at the
end of that turn (even though this is not listed in
rule 25.3).
