Yes, they can get there at the end of Russian turn 2. If
doing this you might even want to consider having the 8-0
tag along to be in i5 to attempt to rally any broken squads.

Why? [And yes, I've tried it this way but it's no sure win!]

Against an active German player, at the end of the first
German turn there can be at LEAST, 2x467 with a leader in
P1. With their longer German range and better leadership,
one German option is to fire P1 (or M1) to J4 at 8ift with
net DRM of 0 or -1 (depending on which leader) ... in all
ways a much more potent attack than the potential Russian
return fire of 6ift+2.

So yes, it can help and has helped many a game, but is not
likely to be sufficient by itself. Namely, what does the
Russian player do if that J4 position fails to do its job?
