It is politacal.
The whole process of reforem is to gain enough massive force to move towards a certain direction. Now the mass or the society is motivated, including the parents, the businessmen and those school running organizations. The paradox is the direction of the whole move. Where will it lead? How shall it take its forms? Who should be involved? It is political in the sense that the more problem we found in education, the more the need to find out the responsible person. The teachers is THE group to blame as it is projected through the media. But the problem is that the teachers are not good enough to play this political game.
