You first click on that zookeeper, and then on that box there are options. You click on the last one (I think it's the last one), it's the big green arrow. Afterwards you click on the exhibit itself. That should assign the zookeeper. The zookeeper wouldn;t alwasy remain in the exhibit. If there's nothing for him to do he would usually wander around the zoo.
