I have failed also on this scenario, but i found the problem. It's not with the game. Remember, this is a VERY ADVANCED scenario, and it would be too easy to just that. Now to the answer. You have to get all of the exhibits to an average level of 90% happiness each, have the visitor happiness up to a 90% and the zoo bar up to an 80%, just like it said to do on the information page. I found this out too late, when I had only 3 months left, and it was very hard to do so, and that's how I lost. do this at an early stage, and your sure to win!!!

P.S. I am trying this out, too, so you won't be the only one.
