Here are Mulder's and Scully's from "The Truth is out There: The Official Guide to The X-Files":
Mulder's is: October 13, 1961.
Scully's is: February 23, 1964.
You may be right about an official birthdate for Samantha being mentioned at some point on the show, but the other one I was thinking of was that of John Fitzgerald Byers: November 22, 1963.
