Catwoman stole things (jewels, mostly) but she never hurt anyone. In more than one comic book caper, she actually let the loot go in order to save either Batman or an innocent bystander.
I like Catwoman, so Fowl Thing cannot be her!! Marnita and Krycek need to be some sort of romantically involved villains. I'm sure there are some, but I can't come up with any right at the moment.
