You are ALLOWED to call the tow company when ever you see a clear violation of the parking rules.

Whether you CHOOSE to do so ... I would recommend be prudently based on the severity and repetition. Parking in marked fire lanes is the most severe, and warrants immediate towing. Less severe (inconvenient blocking, or visitor space use) instances perhaps ought to be decided based on whether or not this has happened before (Is it flagrant and willful disregard? Will the resident move the car if you ask them, or do they mock you?).
