November 15th 2003 I put up decorative lights on my balcony railing. Thursday, November 20th 2003 I was issued a documented notice regarding lights. I was very upset when I received this "formal" nonconforming of the Bi-laws notice. I was upset with the formality. It made me feel as if I had done something very bad and wrong. I think a more appropriate way to address this issue would have been with an informal note or phone call. I was also very upset with the note stating that I could contact any questions or concerns with Linda. However, when I called today, November 21st 2003, I was told by a temporary employee that Linda will be out until next Tuesday. When I called The Management Group there was no one to speak with but an answering machine. This upset me more.

I have been a Resident Manager for over 7 years and I respect and understand the upholding of policies and procedures but I also understand there is reasonable and unreasonable, as well as a considerate way of addressing of these issues.

I am not one of the "problem" owners or renters. Why treat me as if I am? In fact, I am an owner and I am part of this community. I care about this community just as much as anyone else. It is my understanding there are a few people that regularly inspect the community for "MINOR" infractions. I thank them for looking out for our community however I don't think the best way to manage a community is to consistently give people complaints that are the same people that make contributions to the better of the community. And why is it that the people that continue to break the rules are given so many chances? You are encouraging owners/renters that are here for the better of the community to leave and the owners/renters that don't serve as the best of the community to stay? I don't think that was the purpose of these Bi-Laws.

Please reconsider the needs of an informal or non-abrasive form or note to address issues and complaint for first time offenders.

If you would also re-consider issuing disturbances of putting up decor lights 1 week before Thanksgiving. Frankly, it disturbed my spirits momentarily of the holiday season. I can understand leaving my lights up 1 month after the new year or 1 month beforehand, but I can't understand this being such a big deal being 1 week before Thanksgiving.

If you look all around, people are decorating for the holidays much sooner that the traditional "after Thanksgiving" holiday these days. In fact, most retailers are already displaying Christmas items and Christmas trees are being sold. Obviously I can't be the only one that wants to treat myself to a 1 week early start.

I am open to owners/renters thoughts regarding my concerns.
