Emily,
When I joined the Navy there were two N.T.S. "Naval Training Stations." Now called N.T.C. "Naval Training Centers." One in San Diego NTC, the other was Great Lakes NTC. San Diego NTC is now closed.
During that period of time there may have been other training stations. When I went through boot I would have been in Company 723 NTC San Diego. So I am guessing at some of this. I am pretty sure he went through boot (N.T.S.) and his company was Number 146.
You will have to do a bit of research to see if there was a Naval Training Station know at Sampson, that is now a state park. However I don't think that this will answer many of your questions. You really need to find something that tells you what ship,(ships name and hull number) he was ordered to report aboard. Also keep in mind he may have been ordered to a duty station on shore.
Ask every family member if they have ever heard anything of his time in the Navy. Ninety nine percent of all sailors, especially if they had sea duty love to talk about their Navy days. Also his hometown newspaper may give some leads. You have a date that gives a starting point, to begin searching the old issues.
Keep digging, you will find the answers you are looking for. Chances are they may be on this site. You just need a couple more clues to get you headed in the right direction.
Good Luck
Dennis
