There is one - <a rel=nofollow target=_blank href="http://www.history.navy.mil">Naval History and Heritage Command</a>

It does require quite a bit of digging to get a lot out of it. They do have a section that tells you how to send a request in to the Navy Archives for additional information, such as the ship's logs and lists of names that could have your Uncle on. If the image happens to show the number of the ship, I might suggest doing an internet search for the number first.
