I would suggest you look at Timothy and Titus for instructions concerning what a preacher should be. As far as the selection process, the Bible is fairly silent on that. As far as I can tell, there was no such thing as a "selection" process. Preachers merely came to town and preached.

In the absence of direct command or even example, we are left to our own judgement, and that can be scary. I would suggest that even before beginning, you bathe yourselves in prayer. That is the one thing so many (elders included) forget.

Our congregation doesn't have elders either. The last two of our preacher searches were nearly the same. We selected a search committe that did a lot of the initial leg work. However, the whole congregation got to interview the candidates, and the whole congregation got to discuss and choose. Of course we spent much, much time in prayer and in discussion over what would be best for us.

It was interesting, both times there was a consensus. The congregation was unanimous in choosing the right man. We felt it was actually God leading all of us (the preacher included). Hope that helps.
