Hey Bosley,
I think she wanted to come across as more brains than bra, so she didn't go in for sexy. Besides, according to most of the accounts, Kate Jackson just preferred to wear more comfortable clothes. I guess it has more to do with the actress than the actual character. Originally, Sabrina's character was written to be a clothes horse.
