Subject: Adenium obesum over or underwatering?

I have recently come across a tray of Adenium obesum seedlings in 50mm tubes which i believe have been severely over watered. They are less than 3cm high, have nearly no-existent roots and have to compete with a healthy amount of moss. The little caudexes are shriveled and have a 'pinched' look as though someone has squeezed them. My question is, is this pinched look a result of the over watering also?, can they recover? It has been suggested to me that this shriveled look is due to under watering, could it be both in succession?
