Subject: Importing Seeds

I was just wondering about the laws in Australia for importing seeds for plants from other countries. Is it exactly illegal? I do know that cactus and succulents are some form of illegality and you will recieve a fine for attemping to import them. The plants in question are shrubs and grasses. Any ideas ?
