Subject: Repotting a tall, slender cactus

I have a cactus which has grown to a height of about 2'. It is slender, but with increased branching in the top half. This makes it top-heavy and, although it was staked, it fell over out of its pot. The roots are quite shallow. I would like to re-pot it, but potting soils, being sandy, are very loose and could certainly not support this cactus. Cacti purchased from nurseries are often in very compact soil that seems quite different from the commercial mixes. Any ideas about what they use, or a way to pot this topheavy cactus would be appreciated. I have some stakes, but I think they will just be pulled down in the loose soil.
