Cut it off with a sharp knife above the affected area and let the cutting callous up for a week or so .If you have some hormone rooting powder it may be a good idea to put some onto the cutting.
Get a suitable pot and place some moist (not wet) well draining potting mix in the pot ,(about two thirds of the pot) get some dry coarse sand and top up the pot to about an inch from the top .Place the cutting into the dry sand making sure there is sand between the mix below and the cutting.To keep the mix under the sand moist place the pot into a shallow tray for a few minutes and water from the bottom every now and then. Dont wet the sand or the cutting. In a few weeks new roots will start ,once the plant has a good root ball re-pot into a suitable container .It seems you may have over watered the plant originally or the potting mix held too much water.
