i have a 99 GTI 2.0L and last november i had my VW dealer replace my pads and rotors at 67k miles ($750) since they were starting to go (i probably could have got another 10k out of them). 48k seems young. however, within days of replacing all four brakes my ABS started activating and i got erratic pulsations thru the brake pad when braking below 15 MPH...sounded like a spring was bouncing all over. fast forward 6 months and multiple trips to dealer that couldn't "replicate" the problem, apparently during the brake replacement the ABS sensor was dinged or damaged. they recently replaced the sensor for me ($160 total, on them) and i have had no problems since. just be aware of this if you change the brakes. good luck!
