Hey, Joe!

I think the name of that character is "The Bat". He is featured on "Under the Counter Spy" (1954), the famous "1 drop equals 50,000 hp", that is in my opinion, one of the best Woody cartoons ever! I don't have a picture of him now, but I am quite sure I have in on VHS and will be able to transfer it to my PC... I'll let you know! Read the plot by Matthew Couris:

Woody with The Bat
The opening is a Dragnet spoof and starts with the disclaimer "The story you are about to see is a big fat lie. No names have been changed to protect anybody!". We hear that a top-secret formula (Formula 7 3/8) has been stolen from a gov't lab, so the two detectives Al and Thursday scan the criminal files and come up with the Bat (a man-sized bat), "a dangerous spy", as top suspect. The Bat hides the stolen bottle on Woody's nightstand while the cops search for him, but mistakenly takes Woody's bottle of tonic later. Woody awakes feeling very sluggish and weak so takes what he thinks is his tonic, but it is really Formula 7 3/8, which gives him super strength(like trying to open door but ripping it off its hinges). The only problem is that it wears off. He sees the bottle he has on the news and is told to return it to the "nearest B.F.I. office" (a play on F.B.I.). The Bat sees this and so lures him with signs to a fake office, where he locks Woody in and tries to kill him. But, Woody is invulnerable so the Bat's axe crumbles and his dagger folds when they hit Woody. Then he tries to shoot him but Woody plugs the gun with his finger and then throws a bomb at him, but he is so strong he compresses and contains the explosion just enough to throw the bomb back to the Bat, exploding instantly. He traps the Bat in a trunk, but on showing the evidence to the cops has a baseball bat and the bottle of tonic instead of the Bat and Formula 7 3/8. Thinking he is still invulnerable and wanting to show them how he did it, he runs into a wall, but the formula has worn off and he knocks himself unconscious. It closes with the Dragnet standard, a hammer striking a metal stamp, imprinting "The End" on the screen, but the person doing it hits his thumb which swells red.
