It's an Elgin from the 1960s, or possibly the late 1950s. Starting in the 1950s, Elgin started importing watches from Switzerland (look at the "Swiss Made" on the dial) and selling them under the Elgin name. So it's "genuine" in this sense, but it wasn't made in the US. It's definitely not from the 1930s, but is in an art-deco style called a "tank" watch that was popular then.
