The "700" number is the "grade" number of the watch (sort of like the model of a car - all watches of the same grade number have the same design, layout, etc.). This watch dates from the mid- to late-1950s, at a time when Elgin was beginning to import more movements from Europe for sale in the US than they were making in their US factory in Elgin Illinois. This is a US-made model, which was a very small 21 jewel women's wristwatch. The "ADJD" means that it's "adjusted" - that is, designed to keep time depsite differences in heat and cold (which can expand or contract the metal parts, affecting the timekeeping ability of mechanical watches), and different positions (the effect of gravity on the moving parts, if the watch is upside down, right side up, etc.).
