The "832" number is the "grade" number of the watch, not the serial number. Starting in the mid 1950's, Elgin stopped using individual serial numbers and just marked watches with the grade number. A watch "grade" is a little like a car model, in that all watches of a given grade have the same basic deisgn, layout, etc. This watch dates from the late 1950's/early 1960's, when Elgin started importing more watches from Europe than it was making domestically. The grade 832 is a US made watch, and is basically the 19 jewel version of Elgin's 21 jewel Grade 700 women's wristwatch (see Carmen's question on her "Lady Elgin," right below your question, for more).
