There are 3 possibilities for what you have:
1) Late in Elgin's life as a watch company (they're now a heavy-industry conglomerate - Elgin National Industries, www.eni.com), starting in the 1950's up unitl they stopped the watch business in the mid-1960's, they stopped using individual serial numbers and only marked the "grade" number on the movement (a watcg "grade" is a little like a car model - all watches of the same grade are the same basic design, quality, etc.). If it's one of these it should have a 3-digit grade number somewhere on the movement.
2) Also starting in the 1950's, they began importing watches made in Switzerland, Germany or France. These were labeled "Elgin" and with a 3-digit grade number the same way that US-made Elgins were, except the country of origin was also marked somewhere on the dial or movement.
3) If your watch is not marked in either of these ways, it's not a "real" Elgin but one that has been marketed using the Elgin name under license from ENI. These have mostly been battery-powered quartz watches and not mechanical movements, however.
The "Duchess" is the brand name of the company that made the strap. The "10K GF" means that it's gold-filled, of 10 carat gold (10 parts gold to 14 parts other metals).
