If the serial number is from the movement (where the gears are), and is not the number that's on the case, then your watch was made in 1900, and should be a small women's watch that winds at the 3 o'clock position and made for a case with a cover that closes over the face.

The "Warrute 14K USA SSAY" is probably "Warranted 14k US Assay," meaning that it's warranted by the case maker to be a 14k gold case. There was no official US Assay office, however, so always take such markings with a grain of salt.
