The Howard Watch co. of Boston effectively shut down when the naming rights were acquired by the Keystone Watch Case co. in about 1903. Keystone continued to produce watches using different designs but still using the Howard name after this time. Serial numbers for the original Howard co. watches only went up to about the 700,000-800,000 range, and numbers after this were made by Keystone. With a sertial number in the 1.3 million range, what you have is a Keystone Howard - probably a 12 size with a "3 finger bridge" movement. Measure the diameter of the movement to be certain of the size.
