You cannot ever "overwind" a watch (except maybe with a pair of pliers). Wind it as far as it will go, and then it is fully wound.

A watch might not wind, but it means that the old steel mainspring is broken, which might or might not happen while winding. Newer alloy mainsprings are unbreakable.
