From personal experience, I can recommend sending the watch to Ed Ueberall of The Escapement http://hometown.aol.com/stdwatch He does excellent work.

If you'd prefer not to send the watch through the mail and use someone more local, make sure you get someone who will do their own work on-site. Many places that advertise repairs simply send their watches off-site to who-knows-where (and at who-knows-what level of quality), and you wind up getting charged a premium for the privilege. To find a certified watchmaker near you, try using the referral service of the American Watchmaker's Institute, at www.watch-clock-makers.org This way you can actually talk to the person who's doing the work on your watch.
