I have noticed this in Central California too,Ray.
My "take" on this is that: the road access is already
in,mining claims are easier than private property to
take possesion of,patented non-working mining
operations are easier to buy from disinterested
owners(no development potential),and lastly these are
prudent land investments for the mineral values
beneath the ground(powerlines can always be moved out of the way).
