This is exactly how to bypass the BESS filtration software.

Assuming you are running a modern version of Internet Explorer(4.0+) Go to the Tools menu and then to Internet Options. Click on the "Connections" tab" and then Click on "LAN Settings". Check the box labeled "use a proxy server". Put 66.119.34.38 as the address and 8000 as the port number.

If for some reason that proxy does not work, you will need to get another one at http://www.antiproxy.com/...since that is blocked, you will need to use http://babel.altavista.com/tr/ to view it...if that becomes blocked then search for SEVERAL at home and try them out one by one at school(or wherever BESS is)

If because of network restrictions you cannot get to the proxy settings, you sill need to download a program called "HTTPort" to use a proxy server.
