To quote from the ACT Revenue Office site: 'An eligible home must be occupied by the applicant/s as their principal place of residence within 12 months of settlement of the home.' So you would need to intend to be an owner occupier to qualify.
There are other questions involved, and there is a an eligibility checklist available at www.firsthome.gov.au and the phone number specifically for First Home Owners Grant questions is (02) 6207 0029.
