I'm pretty sure Lauren said that the CW refused to sell the program, so all discussion ended after that. This article is more than 6 months old.

Again I will state, this is the same thing that happened to Dr Quinn and it is the reason we can never have new movies made. Let us remember that Les Moonves was involved at CBS at the time and he was involved with The CW at the time of TSC. Quite the coincidence if you ask me. I don't understand why Warner Bros. wouldn't want to make money from a new season on a new network. Or even on sales of a DVD of the one and only season. I feel the same way about Higher Ground. Why hasn't it been released to DVD after all these years? I know Joe wasn't in Layover much, but at least it will be released to DVD/Blu ray soon. I wish the shows he was in a lot of the time would be released too.

I have jumped the gun myself before Heather. It is just the excitement and possibility for something we all are wishing for that made you do so. You are forgiven and don't beat yourself up about it. It happens to us all at sometime or another.
